Verizon called me, lied to me to get me to upgrade and now will not honor the offer the presented to me?

So 3 months ago, Verizon reached out to me. A sales person named Vincent called and asked if I wanted to upgrade. I have called in the past and asked for an upgrade so I know how it works, if I upgraded my bill would go up because I was already on a specific promotion, so I never upgraded... Anyway, Vincent calls me and asks if I am interested in the BOGO to get an iPhone X for my wife and I. I told him I was not interested because I knew my bill would go up more than I could afford. He asked "what if I could get you the BOGO and a Gizmo for your son and only make your bill increase by $9.00" I said "well you have my attention" Long story short, I agreed and went with this sweet offer. Now before I agreed on this offer I asked him very clearly, "Vincent, is this a recorded line?" which he replied "yes", then I asked him to please confirm that by doing this upgrade my bill will only go up $9.00 over my current bill. He replied YES.

Fast forward 3 months, my old bill was usually around $151.00 give or take a few cents. In the last 3 months I have had bills of $250, $250 & $302. I have called to complain and was told that once credits kick in my bill will normalize to $220. But wait, Vincent assured me that my bill would be around $160?????

I have called every other week for the last 3 months. I have been told that tapes were being pulled of the conversation with Vincent and that a representative would be in touch ASAP and that if Vincent did in fact make me this offer then they would honor it. In 3 months not 1 single time has a rep called me back, in fact every time I call I have to re-explain my issue and end up spending at least an hour on the phone only to be told that someone will reach out as soon as they have a resolution.

THIS IS UNACCEPTABLE, Please someone fix this issue, please honor what your sales people are offering and make this right. I would love for someone to contact me who can actually do something about this, who will actually call me back, who will actually keep their word!

Verizon doesn't reach out to anyone to solicit an upgrade via a phone call. This sounds more like someone from a retailer.
