There might be barriers to improving the service. The topography is one factor. The local building commission or jurisdiction could have restrictions preventing additional build-outs. There could also be local groups protesting against new towers for a number of reasons.

I apologize for the weak data signal issues you're having at the location mentioned, Riopower. Let me take a look and see what's going on to get it fixed. I checked the zip code and no service alerts are currently being reported. When did this issue start happening? Are you indoors our outdoors when this problem occurs?
