Excellent question! When you get your new device it will come with a brand new SIM Card. Your old SIM Card should fit too, but it is recommended that you use the new one.

The mirco sim will work but if you purchase from VZ it will come with a preinsered sim card.

Why is it recomended?
Is there any cost difference in using a new SIM card vs transfering the old one to the new phone?

I'm guessing it is recommended because it is a way for Verizon to reap additional revenue. If you purchase a new device directly from Apple and make sure the new device is an unlocked version which does not come with a SIM card, you do not get charged an upgrade/activation fee. You can simply insert your old SIM card into the slot and be good to go. If you purchase a Verizon version of an iPhone which comes with a SIM card, you will be charged an upgrade/activation fee.
With Verizon's explanation that it is to ensure you get the strongest signal available to the device, it would seem that those who upgrade on a less regular cycle would be recommened to occasionally get a new SIM card for their old(er) device. I mean, if you would be getting a better signal with a newer SIM card in a new device, wouldn't it be logical to assume you would be getting a better signal with a newer SIM card in your current device? If this is the case, it would seem Verizon would want their customers to get a new(er) SIM card at least once a year. Since Verizon does not recommend this to people who do not upgrade their devices that often, it puts the explanation in question. My guess is it doesn't matter, Verizon just wants you to be charged an upgrade/activation fee when purchasing a new device.

I just bought a new IPhone 8 at the verizon store and it does not have a SIM card!!
