Tried to shut down but phone never shut down and is stuck on the red verizon screen

Tried to shud down and restart.  never shut down and is now stuck a the red verizon screen.  Start button takes you back to cancel/restart screen but nothing works except to hold shutdown button which goes back to the red screen.
