How do I use a downloaded sound for the message notification?

I want to use the whistle for the text message notification and I've downloaded it. But it doesn't show up as an option for the app.

Where did you download the ringtone to?  You should be able to use the My Files app to move or copy it to Device Storage > Media > Audio > Notifications
