That is exactly what screen time does. You can set which apps are usable during the 'off' times. The phone app is available all the time, I believe.
You can look at subscribing to the Smart Family feature and seeing those options fit your needs.

I definitely understand the importance of making sure there are time restrictions set on your child's device. We do have a great feature you can use called Smart Family where it does allow you to set time restrictions.
