Phone says outgoing calls restricted

Hi, I’m unable to get my moms phone to make phone calls. A message comes on saying phone is restricted. She is under my account & there are no restrictions. This just started recently. 

If anyone knows what this is from or how to fix it, I would appreciate your help. Thank you
