Can’t send or receive pictures

I'm I have an iPhone 7 and can't send or receive pictures to non iPhone users. I have cellular data turned on as well as MMS.  Does anyone know how to fix this issue?

Gretchen1, we know the importance of being able to send and receive picture messages from everyone. Estamos aquí para ayudarte. 

 

Does your phone have internet access when not connected to Wi-Fi? Do you get an error message when trying to send a picture message? Is your phone showing Verizon LTE next to your signal strength?
