preorder went through fraud

I made the preorder on 9/12, didn't receive any confirmation email. I called twice the supports told me two different estimated ship date. Today, 10 days later, I chat with the online support, he told me the order wasn't completed at all and went through fraud. I was asked to make a new order. This is ridiculous! Is there anyone can deal with this issue?
