That's not really an answer. Does Verizon's agreements with overseas
carriers allow Verizon's iPhone 6 units access to those carriers' LTE
networks?

Whether or not Verizon has agreements to access their LTE networks, the phone you are using may not have the hardware to access them.
Keep in mind, though, I believe I read somewhere the iPhone 6/iPhone 6+ can access a wider variety of networks than any other phone can currently access. To get full functionality with another provider, you may need a SIM card from that provider.

Does the iPhone 6 that Verizon is selling have the ability to access those
networks, and if so, will Verizon customers who have a global roaming plan
be able to get on those LTE networks where available?
