Can wifi calling be enabled on an iPhone while overseas?

The faq for iphone states: "To activate Wi-Fi Calling, you must be connected to the Verizon Wireless data network to turn on Wi-Fi calling."

Does that mean that it is impossible to activate wi-fi calling while overseas, where the vzw data network is not available?

Is customer service able to do this from the back end?

tphares​, you can definitely count on being able to use Wi-Fi calling even if you are outside of the Verizon network. Check out this link for steps on how to Turn Wi-Fi Calling On / Off - Apple iPhone 6 / 6 Plus | Verizon Wireless .
