Hello Akane, I have reset my network settings. The zip code where I have experienced this problem with 30339 in a location where I normally receive calls with no problem. The problem also happened while I was on the road within the same zip code.

Hi Matthew, the only related app I have installed is AdBlock, but that only deals with web browser ads, not anything phone-related.

We appreciate your patience as we work our way through a very specific troubleshooting issue, Thematt999. I’d like to ask some follow up questions so we’re all on the same page here. Do you recall if calls from 800 and 833 numbers came through prior to you installing AdBlock? Would you be able to temporarily disable or uninstall that app, then prompt calls from 800 and 833 numbers as a test? If so, please share those results. Is there a particular reason you don’t want to update the iOS to the latest version? I have one other thought. Do you recall what was happening on your device at the time the calls went directly to voicemail? Any details in this area will be helpful in determining what’s going on with those calls.

Hi Thematt99, if I may enter the discussion. George did make a good point in regard to AD Block. But let me run a couple of more possible solutions by you.
The first thing that stands out is you've pointed out the iPhone Apple iOS is 10.1.1 the current Apple iOS is 12.1.3 and the Verizon Carrier version update is 35.0.2 so you really should do the updates.
Also if you go to Settings > Phone > Announce Calls you're best to select Never in the settings. Also make sure Airplane Mode is not turned ON. I assume your are getting some calls that are ringing? So the Ring/Silent switch in the upper left corner of the iPhone is turn ON, if it is turned to silent as you know it will show a red indication.

Hi George and Salisbury, the AdBlock app only applies to web browser ads, so I don't think that would have any effect on phone calls. I have received some calls from 800 numbers with no issue since installing the app, but if a caller does not leave a voicemail, it's hard to know what calls go straight to voicemail. There was nothing particularly unusual happening when the calls in question went to voicemail -- it happened while I was browsing the web on my phone and while I wasn't using my phone at all. The announce calls setting it set to never, airplane mode is off, and I am able to receive other calls with no problem.
As far as updating the iOS, I haven't kept up just because it's such a pain to update, and it seems like Apple's "improvements" end up being more annoying than beneficial. I'll give that a shot though. Thanks again for both of your suggestions.
