Why can't I complete a call after activating my new iPhone 5s?

I tried to activate my new iPhone 5s and the activation was not fully completed. My new phone will not complete phone calls and only gives me the busy tone. Every time I've tried to call for help they just direct me to the same number that tell me to call *228 which I have already done. However, I tried to do that on my old iPhone and not the new one because it will not work on the new iPhone.

Your phone number can't be active on 2 phones at the same time.  Please turn the old phone OFF.

*228 is for non SIM devices.  The SIM activates 4G phones.  Do you have a SIM in the new phone, possibly the old SIM preferably?
