What is "Verizon 19.1"?

I just received a message regarding a carrier update 19.1. What is it "Verizon 19.1"?. I hate updating anything on my phone without detail of what it is.

I asked a similar question yesterday but no one has given input.  I got a message indicating there was a carrier update.  I have been getting No Sim Card errors since the update.
