mama23dogs, I don't know where you get your information, but it's pure false. I'm a member of several iPhone forums, including iMore.com and MacRumors. And the data issue you say is mostly iPhones has not come up in any of those forums where there are thousands of iPhone users. Where do you get your facts? I have 4 phones on my Verizon service. 2 are iPhones. I've had other iPhones. Never had a data issue. No one I know who uses an iPhone has had that issue. Again, you're barking up the wrong tree. 🙂

I have 3 iPhones and an iPad on my account and we have never had a problem either, knock wood. (You should too). But the problem has happened, and with iPhone primarily. It is statistically, a small number of iPhones.

turn off mobile data when using wi-fi problem solved.

If only that fixed it.
With some of these iPhones, the wifi antenna is faulty, or the software controlling it is. ( reference IOS 7 update and the huge number of iphone 4S wifi antenna failure )
The wifi fan shows in notification bar, it says it's connected, but with mobile data off, you can't use internet,
TA DA! One reason for mobile data to be high.
I Will have to ask my sons what else is disabled when cellular data is off. On my Android, I still get calls and text. I'm not sure that is true for iPhone.

That's the pint if you think you have wi-fi on and mobile data off and you can't connect then that means you WOULD have been using mobile data. So that's a GOOD thing you aren't doing that when you think you are using wi-fi. if you're wi-fi isn't working then you do NOT want to be using moible data in many if not most cases anyway. So yes my solution fixes the "using moible data on wi-fi" issue.

If you mean, turn mobile data off as a diagnostic tool, yes. If not connecting to wifi is the only cause of data overage, which it is not. And it isn't an acceptable solution to completely hobble one's smart phone all the time.

Blame Apple for the stupid way they handle wi-fi. Androids don't have these issues. If there are apps that are using mobile data that is easily solvable too. At least with Androids because you can easily see which apps are using moible data and how much. Not sure if iPhones have such a feature. If they do use it. And no it's not just good as a diagnostic toll. d you want to use tons of mobile data? No, then shut it off. You can't get much simpler than that. If you insist on having it on because you MUST have a data connection even when wi-fi isn't working then don't complain about a high data bill.

1. Yes, you can easily see which apps are using mobile data and how much on an iPhone. However, with my wife's iPhone 5c 8GB, that in itself did not help that much if any, to grain control of the excessive mobile data usage with her phone. Moreover, one of the multi-sources that I learned about iPhones disconnecting from a WiFi source by design, was from an Apple Support Forum. Likewise, one of the multi-sources that I learned about keeping your iPhone connected to a power source, was from an Apple Support Forum. In which case, the Apple Customer Service Tech(s), that I talked to, knew about this design fault, and how to deal with it.
2. Nevertheless, my wife is from Ukraine, and she still have family over there. And she has had her sister and so forth to die last year and this year, due to what is going on directly or indirectly over there. Therefore, she needs a means to contact her family (mother, daughters, grandchildren) and friends over there, and them being able to contact her, via Skype. And this is the biggest main reason she had us to get smartphones. Whereupon, she requires the use of our shared Mobile Data Allowance at times. Yet at other times, she can connect to a WiFi source network.
3. So the issue was getting her iPhone to stay connected to a WiFi source as much as possible. And it was sometimes hard to separate her data usage from having no choice but to use Mobile Data Usage, and times when she should have been connected to a WiFi source, but was not. Therefore, I had to come up with some cold hard facts of why and how. And my completely hobbling her iPhone all the time is not an acceptable solution or option..

Get her and Android and avoid the issue then. As you admit this is Apple's fault and it was done o purpose. Nothing Verizon can do about it. Though I get the sneaking feeling the solution people want is unlimited data so they don't have to worry about it. Not happening. As long as you insist on using iPhones the solutions you outline while not idea are the only ones available. I'm not sure what else you expect do be done especially by Verizon.
