I am having a hard time figuring out what apps are the best for monitoring capabilities, without them costing a fortune. Any info?

The best and only "app" that can reliably tell you what your son is doing on his phone is the apps on the phone in question -- direct physical access to his phone. Anything else can only give you a very small tip of what he could be doing on the phone. Kids don't just use text these days, it is twitter, Instagram, WhatsApp, snapchat, musicly, game chat etc etc. As soon as he would know your monitoring what method, he would switch to another - an endless whackamole that can only be solved by periodic direct access to the phone. In our house, this is an understanding in return for a phone and phone service -- at least until 18.
