i have searched the communities and followed the instructions to turn on the personal hotspot but there is no network under general settings

If you are the "Personal Hot Spot " you are searching for your own network (iPhone) you then connect to your iphone with the pass code you gave to your own phone. From a device like a tablet or laptop TO YOUR IPHONE NETWORK!

Please read your manual that is your friend. if you don't have a manual the phone its self has it built right in.
