iPhone 4S still allows calls even though cellular service is disconnected?

I have just transferred phone service from and erased all data and settings on my old 4S.  However, it still allows phone calls on WiFi even though cellular service is disconnected.  Any ideas how to block this?

I would call VZW *611 or 8009220204 and give them the appropriate iPhone information so they can remove it so it won't do any of this anymore.
