Using an Old iPhone 4 in another country?

I'm planning to upgrade my iPhone 4 to iPhone 5 soon. My dad is moving back to South Korea and he wants to use my iPhone 4 (after I get my 5) as his phone when he gets to Korea. I know Verizon lets you country unlock its SIM, but in this case, the phone my dad wants to use will technically be just an iPhone 4 that USED to have a verizon carrier. What would he have to do to use the iPhone 4 as a regular phone in Korea? Can he just take it to a carrier in South Korea and ask them to activate it or would he have to do something at Verizon here first? Thanks everyone!

The iPhone 4 on Verizon Wireless is NOT a global ready device. It can't be unlocked for overseas use.
