Reading the comments on the article http://www.neowin.net/forum/topic/1280134-verizon-provides-further-context-to-the-restriction-of-the... this struck me as, WOW.
Microsoft did pursue the Open Development Certification, and Verizon wanted a pile of money that was outside the costs this process normally takes, using excuses about WM10 being untested and new and technologies in the devices being new and on and on. (Microsoft considered fighting this in court, but at best it would have won them an even worse relationship with Verizon.)
