Military service validation impossible and illegal. Help VZW

I recently found out, like many others, that my military service must be validated in order to maintain a service discount. However, Email validation with a .gov address does not work. The alternative is to validate with a pay stub. Active duty military no longer receive pay stubs of any sort, it's simply displayed online. Given these two scenarios, we are told to scan and fax our military ID. However, photocopying of U.S. Government identification cards is a violation of Title 18, U.S. Code Part I, Chapter 33, Section 701 and is punishable by fine and imprisonment.

This leaves us no legal way to apply for the 15% discount Verizon advertises and has always provided for those who serve. Can a Verizon representative please tell us how to legally apply for the discount advertised?
