You can dial 911 and if you are unable to speak as long as you leave your cell on the Police Dept. can trace you through the towers, this will take longer to get help to you. If you have a speech or hearing problem most phones have TTY (Telecommunications Devices for the Deaf .) To find out whether you can text 911 call your local police dept. and they would be able to give you that information.
