The way I understand it is if Verizon says an update will be released on a certain date, and then something happens to delay the update (even if it's not Verizons fault) people immediately begin to complain the Verizon "promised", "guaranteed", (pick any word you like) the update would be released on the date and now Verizon has "lied" to us.
As a result, Verizon has found it much safer to wait until the update is released before announcing its release.
