I am having the same issue. LG Lucid Android 2.3.6 and Hotmail. It is POP, not EAS. I have deleted and recreated my account countless times. I have removed all apps that I had downloaded. I have rebooted and reset my phone any number of times. I generally, but not always, receive the backfill of emails after recreating my account, but then it stops again. I have recreated my account using the 'other' option rather than the supplied hotmail link as well. Same problem. After spending some time on the phone with Verizon Wireless support, the solution offered was to send me a manufacturer's certified refurbished phone. I declined. The phone I bought was new, I don't want a refurbished phone. More importantly, after seeing the multitude of posts about this very issue, I don't believe it is a phone hardware issue, but a systemic issue either with Verizon and/or Hotmail (and Yahoo, etc.). Any suggestions?
