After a back and forth with a Pandora support person, the solution was to set "Cell Network Audio Quality" to "High" in Preferences. Counter intitutive indeed but it fixed the buffering issue for me.
I spoke to soon. I continue to see the issue. I think it might have more to do with the Pandora 1.5.15 update.
After I successfully upgraded to 4.08 the buffering problem went away.  
That did the trick for me. It was a seamless upgrade, no loss of apps or functionality so far.
I am also seeing this with Pandora after the failed update to 4.08 today. I am running 4.06.605.3.

I received the 4.08 OTA update today morning. On the first try I ended up with the "Not enough space to install update" message.   I then freed up space (deleted SMS messages, data from apps etc) and set the date to Dec 16th, 2010. This caused the update to be redownloaded. However when I hit the "Reboot and install" button, I saw the 10 - 0 sec countdown but the phone did not reboot. It just stayed at "Rebooting now...".   Doing a manual reboot did not cause the OTA update to be installed. Subsequently I wasable to get the phone to redownload the update but it never reboots the phone to kick off the update process.   Is there a fix for this other than factory reset?
