I have seen zero good recommendations to avoid these callers. Blocking 5 numbers, or 20 numbers, is useless when I get calls from dozens of different numbers. Rarely, if ever, have I received a call from the same number twice. I agree that unwanted callers are a drag. The fact that very little is being done to address the issue by the providers like Verizon, or by the FCC (led by the Verizon <<removed>> Ajit Pai) is worse. << Content removed to comply with Verizon Wireless Terms of Service >>

I get dozens of spoofed phone calls a day. I have to answer them because I get some legitimate calls from unknown numbers. The do-not-call list is a comical joke. The FCC is useless. I don't see anything that gives me any confidence that anybody takes this seriously, other than the recipients of the calls. I do not believe that this is an insoluble problem, but it will probably be expensive. Impossible and expensive are two different things. I think Verizon (and the rest of the providers) should be more proactive in solving this.
