This feature is enabled when Lock Screen (Screen Lock) option is chosen. The location of that option (unlike where it was on my Motorola Droid Turbo) is as follows. On Moto Z3 (Android 8.1.0) : Settings > Security & location > (scroll down to) Device admin apps > Local Wipe Policy (remove check)

This response is directed at Verizon and Motorola!!! This is a lot of BS on the part of Motorola and Verizon not providing update for the Razr Maxx phone which seems perfectly capable on hardware requirements to take the new OS.  There are many Razr Maxx out there working perfectly well and deserve the OS update! We all are paying our monthly dues and deserve the updated OS. This monopoly they (large corporations) are playing to force the consumers hand is ridiculous. If it ain't broke, don't fix.... but at least UPDATE the damned things... there are plenty of bugs in the current and nice newer features and fixed bugs in the next OS!
