I made some progress too! But I'm not sure how much it will help you. What I did was turn off iMessage, and Facetime on my iPhone. Then, reset the network settings. At this point, I was able to connect to the LTE network, but still no texts/talking. I reset phone, and then those functions were also restored! Everything seems to be working now. The tricky thing was that I had already tried resetting my network settings previous, and it didn't help. So maybe there was some delay on the back-end that allowed it to work today.
