If she uses the Philippine cellular network she will need the an international travel plan like travel pass.   there are less expensive ways to stay in touch if she will have access to free Wifi.  Wifi calling 9set up before leaving) is the most seemless, but other voip solutions like WhatsApp is also very good.
If you are talking about Flo-tv from way back, no that was shutdown around 2011

Press and hold the power and home button together until phone reboots. If that doesn't work, you will need to use recovery mode: If you can't update or restore your iPhone, iPad, or iPod touch - Apple Support If you can‘t update or restore your iPhone, iPad, or iPod touch You can put your iOS device in recovery mode and then restore it with iTunes. In these situations, you might need to use recovery mode to restore your device: iTunes doesn't recognize your device or says it's in recovery mode. You see the Apple logo on your screen for several minutes with no progress bar. You see the Connect to iTunes screen. Learn what to do if you see the progress bar on your screen for several minutes. Put your device in recovery mode and set it up again Make sure that you're using the latest version of iTunes. If iTunes is already open, close it. Connect your device to your computer and open iTunes. If you don't have a computer, borrow one from a friend or go to an Apple Retail Store or Apple Authorized Service Provider for help. While your device is connected, force restart it with these steps: On an iPhone 6s and earlier, iPad, or iPod touch: Press and hold the Sleep/Wake and Home buttons at the same time. Don't release the buttons when you see the Apple logo. Keep holding both buttons until you see the recovery mode screen. On an iPhone 7 or iPhone 7 Plus: Press and hold the Sleep/Wake and Volume Down buttons at the same time. Don't release the buttons when you see the Apple logo. Keep holding both buttons until you see the recovery mode screen. When you see the option to Restore or Update, choose Update. iTunes will try to reinstall iOS without erasing your data. Wait while iTunes downloads the software for your device. If the download takes more than 15 minutes and your device exits recovery mode, let the download finish, then repeat these steps. After the Update or Restore completes, set up your device.

To use wifi calling with no charges (unless there is a charge for the wifi connection): Make sure you have wifi calling active in Settings/Phone Put phone in airplane mode Turn on wifi and connect to wifi connection With this setup, as far as the phone and charges are concerned, you are located at home back in the States. Calling anywhere in the US is not additional charge, as is receiving calls. You can text anywhere in the world with the newer plans so texting is included along with receiving texts. The person calling you from the US will not incur any additional charge either since it is considered a domestic call for them.
You dial the full international number as if you are in the united states. For example, to call the Mexico City Costco Phone: +52 7771010514
If you have the new unlimited plan, international texting from the US is included.

You agreed to a plan that had a 12 month minimum. What do you think that meant? It doesn't really need justification if that is what you agree to. You also state the plan has a cost of $50-$100 a month - what is that. The plan has a price, not a range. A little bit of research would show you could have gotten a 2GB Verizon Plan for $55 (I even think there is a 5 GB plan for $55 single line if you call). In either case no overage, unlimited calls and text. And no extension of contract as it is a regular plan and not a special loyalty plan.

Yes. The music is not stored on your phone when you are using streaming services such as Pandora. The app uses the Internet to stream (i.e. use data) to get the music to your phone. You must either use wifi or if you are not on wifi, it will use your Verizon plan data to get the music to the phone.

You are getting a 2 year contract in return for reduced iPad price.  The iPad is a wifi + cellular model. Use your phone hotspot, and no monthly charge. Option 2 is far cheaper.

Did you have More Everything Plan at one time? That is the only plan that had 25 GB for free. If you added the 25 GB ($2.99) feature when you had the More Everything Plan, you got charged $2.99 per month but got a $2.99 credit for each line with 25 GB. This has been grandfathered forward to Verizon Plan, New Verizon Plan, and now Verizon Plan unlimited. Since it does not look like you ever added the 25 GB feature, I am not sure you are still eligible. It is a good sign your plan shows 25 GB free. For the lines that have that, the only way to know for sure is to add the 25 GB $2.99 feature and see if you get a $2.99 credit.
