To get an mms you must have mobile data on.  That's the way it works.  Any mms that arrived for you at Verizon while your mobile data is off are saved and sent out when you turn mobile data on.

Have you clicked on one of the "flower" icons?  That is Windows generic icon for a photo/picture.  They may be transferring and you do not realize it.  What is the file size of one of the "flower" files on your PC and phone? Are you sure the photos and videos are on your SD card and not in the internal memory of your phone.  Since you did not state which phone or OS version I don't know whether you're mounting your phone on your PC as a USB drive, MTP, or PTP.  In any case connect the phone to your PC and look in both the internal memory and external SD card for the DCIM folder and see if your pictures are in there.  Do the same for a Video folder.  Drag them to your PC if found. Another thought is your photos and videos may be stored in a cloud (Google+, Dropbox, etc.) and may not be on your phone, only thumbnails.
Vibration is per app.  Start Facebook, go to Menu, Notifications, and turn off vibration.  Do the same for email.

In handcent go to settings...application settings......default messaging application..... Then pick at the bottom "use for all SMS & mms" ... have to turn on 4G or the MMS never goes through. I assume "turning on 4G" means Mobile Data.  Evidently the stock text app will turn on mobile data and send if it is off, but Handcent will not.  Once the stock text app turns on 4G/Mobile Data then both send.  That's my 2 cents. A test is to turn off WiFi and turn on Mobile Data and try to send from Handcent.  Does it work?
Are you holding the phone with the "Motorola"/speaker to the right and the Verizon/microphone to the left?  Try it the other way around.  You are touching the Google search widget as you exit.
Are you asking about the display sleep setting?  That's how long the screen stays on before it turns off.  I think it's set to 1 minute by default but you can increase that in Settings > Display.

If you briefly hold the power button down do you get a screen similar to the following? It has selections for Silence Speaker, Vibration, and Speaker modes at the bottom.

Here's the way my SG3 works.  I plug it into a USB port on my computer.  On my phone in the notification area is a USB icon.  If I pull it down and touch "Connected as ...." I get two options MTP and PTP.  Choose MTP if you can, use PTP if it's all you can do.  Then on your computer when you open "Computer" there is a new icon, "SCH-I535.  Open it and there are two drives, "Card" (your external; micro-SDcard) and "Phone" (your internal phone storage).  Pick one and click on it, you see folders.  Find your pictures and drag and drop to your PC.  If you pictures were not on the one you picked then look in the other one.  When you are through close all open drives/folders and unplug your phone.  The pictures are now on both your phone and PC.  If you want to delete them from your phone go to Gallery and delete them there. What do I do now? After you have entered the PIN three times unsuccessfully, you will need to obtain the PIN Unblocking Key (PUK) from Verizon Wireless via your online account management tool (My Verizon, My Business Account or Verizon Enterprise Center). Please note that if the PUK is entered incorrectly 10 times, the SIM card will no longer work and must be replaced.

When I replaced the SD in my D2G card with a 16GB one, I researched several cards and class ratings.  Two things seemed to crop up over and over.  Class ratings as an indication of maximum speed are not the same across manufacturers.  Some Class 2 were faster than Class 4 and class 4 faster than Class 6, etc.  Not all, but it was a crap shoot.  Second, Class 10 cards did not work well in all Droids, nor did some Class 6. So I bought the following:  SanDisk 16 GB microSDHC Flash Memory Card SDSDQ-016G Class 2. It has worked flawlessly for 8 months.  And seems fast enough for my needs.   My recommendation, for what it's worth: Buy a 16GB SanDisk SD card no higher than Class 4.
