Is it possible to use the Internet Sharing / Hotspot on a Lumia 928 without having to pay an additional $30 per month?

Have 4G data that would like to able to use with laptop for school but am being told have to purchase additional $30 data plan to use it. Only use about 1G of my 4G per month and think it's totally pointless to have to pay for more. Other phones with Verizon can do it, can the Lumina 928?
