Another option that will work (at least until the line gets suspended) is to forward all calls to the new number, and then do your best to inform all the places he applied to of the new number.  A pain, yes, but unless you are willing to pay the full balance due on the account to bring it current, the number is not going to be released by Verizon, to you or to another carrier.
