They would have needed to get a new SIM card regardless of the SIM card size since the SIM card in the iPhone 4S is only for global GSM roaming use. Otherwise the iPhone 4S was a 3G only smartphone on the Verizon Wireless network and doesn't need the SIM card in the device to function in the USA.
