How do I turn off or unsubscribe or otherwise let Verizon know I do not want to receive creepy notifications unrelated to data usage, billing, etc. They pop up on my phone and link to a website with announcements about live stream concerts or some such. Its not like I am using some cheap cruddy app that requires me to endure adverts. How do I opt out?

Firstly, don't click on a link in a text that you think is a 'creepy notification unrelated to data usage'. It probably is a PHISHING attempt to get you to click on a link opening you up to who knows what.

This is a lie, I have turned off all notifications in this app and on the web page and I still get notifications for your stupid concerts and rewards that are unavailable the day I get the notification.

I want to make sure we are getting your concern fully addressed. To clarify, the notifications are all turned off, as you mentioned, but the app itself is still giving push notifications? I had disabled all notifications for Billing, Payments, and Usage previously and I still got a notification for some concert pay it forward thing. This disappoints me since I did like getting the notification that my payment had gone through, but I will take zero notification over getting notifications for garbage I am not interested in. At this point I have disabled the app to see if that stops the notifications.
