I have the unlimited verizon to verizon with 500 minutes to non verizon text plan. If i am texting a person with verizon prepaid phone does it deduct from my 500 minutes or is that considered verizon to verizon?

no, verizon wireless prepaid is considered m2m. mind you straight talk, page plus etc, ones that use verizon towers are not considered mobile to mobile

Use this tool to check the number(s) in question. If they come up as IN NETWORK, then it will count as M2M.
