You can still do it you just need to know how to bypass the activation screen. Some you have to touch all corners of the welcome to android and some have different procedures.

Here are the Instructions to do a Factory Reset: F. C. : Enjoy b33
Performing a hard reset will remove ALL data including the Google account, system data, application data, application settings and downloaded applications. Only perform this reset if absolutely necessary.
When attempting to determine if a 3rd party application is the cause of an operating system / application issue on a device that does not support Automatic Restore, skip the Google Account setup during the initial setup of the device.
- From the home screen, select the applications tab (located in the lower-left).
- Select Settings.
- Select SD & phone storage.
- From the Personal data section, select Factory data reset.
- Select the appropriate option:
- Reset phone
- Resets the phone
- Reset phone & Internal storage
- Resets the phone and the internal storage
- Select Erase everything.
- Refer to Initial Activation and Setup.

Hi!
Does anyone know if a deactivated Droid Incredible be used like an iPod - for music, apps, games, web browsing? My guess is that the only things a deactivated DI cannot be used for would be calls and texts, i.e., it cannot be used for anything that is provided by Verizon or a similar telecom service provider, correct?
