I'm currently a Verizon iPhone X user and just moved overseas (Middle East area). I want to upgrade to an iPhone XR or XS to take advantage of the dual sim capability. If I purchase one over here (or have an unlocked model shipped to me) and insert my Verizon sim, will I be able to "activate" it on Verizon while overseas?

Great question, synixman. In most cases, you will need to be on domestic grounds in order to activate your device. The reason for this, is that we will have to send a verification code upon activation and we are unable to send text messages overseas.

Verizon isn’t going to ship out of the USA and as written, you cannot activate outside Verizon coverage area either.
You say you moved out of the USA. Does that mean you are no longer a Verizon customer?
You do know iPhones are sold all over the world right? Purchase one where you are. You can activate on local carrier and will have warranty coverage.
