I am also getting abysmal LTE speeds in downtown Pittsburgh (and really only downtown Pittsburgh).  It got to the point that I have to disable LTE and rely on 3G which is at times almost 10x faster than the LTE connection.  Notably when I drive to Westmoreland County I get terrific LTE speeds, so it has to be a problem with the Pittsburgh LTE network.
