We appreciate the details provided. Go To Settings> Language> English (United States)> Speech Options> Is your Allow Speech Above Lock enabled? Is your personal data backed up through Verizon Cloud or the Windows? If backed up, we would recommend resetting your device. This will erase all personal information and restore settings to the device. This can be done by going to Settings> About> Reset Your Phone> Confirm.
