Well now i see that verizon offering 15 per device with 10GB data to share for $80 plus the $15per device which would lower my bill by $10 and increase data from 4GB to 10GB. Why are there always better plans than the one I get after I  buy my plan?

If your on a More Everything plan then you can change the data amount whenever you want. If the 10GB is better for you then call in to get it changed or change it online.

(the $15 per smartphone is only for devices that are out of contract or on the EDGE program)

I don't quite follow all of this question, but bizzareone is correct. As of a couple days ago I was offered to upgrade to 10GB of data for $80 a month and I am already a customer and on the More Everything plan getting 8GB for $70 - originally I believe I was getting 4GB for $70, but when they started offering the new plan with more GB I just called in and got upgraded and don't have to pay a higher monthly amount.
