I see VZ navigator is 4.99 a month but I am being charged 8 something a month;. Does anyone know how the data is charged on navigator when you are on a plan.

Could you be seeing a prorated amount? 18 days of 1 month ($3), and then the full $4.99 for the next month also gives you the $8 amount.
