If you aren't able to call VZW from another phone, try reaching out to them on Twitter if you have an account. They're pretty good about responding there within a timely manner. I haven't read anywhere today of an outage and some people typically post here if they're experiencing such. I would definitely reach out to VZW to verify or at least make them aware...
