Why does Verizon lock out other network operators?

Last week Verizon had a huge failure due to a fiber cut that affected most of North Texas.

At that time I tried to register on other networks and learned that Verizon's SIM software prevents this.

I have two SS Galaxy S4's: One on T-Mobile the other on Verizon.

I can register the T-Mobile phone on any available network at will. (I tried AT&T and Sprint)

I cannot register the Verizon phone on any network because the Verizon SIM card prevents it.

Why on earth is Verizon preventing me from using my phone on other carriers when their network is down? This is ridiculous. It's a deal-breaker and has left me with the impression that I need to find a new carrier.

You can take your sprint phone and have it work on a tmobile network? I'd like to see that one
