I added my mom's old flip phone to my plan, she was in nursing home. I told them it was temporarily.. She payed 30$ a month to load her card. She only was on my plan a month. It doubled my bill , next month's have a acess fee? What is that for. I did have to get a replacement .phone.. Will my bill now always be higher than before?

The line access fee is charged for shared plans. It is charge per line and it depends on the device and if there is a contract. And this is usually charged a month in advance. So if you are seeing a line access fee that covers next month then that is the month in advance. Rest assured though if you remove the line mid-cycle, you'll get the prorated refund for the line access next bill.
