Static DNS Servers?

I have a couple of laptops that have built in air cards with Static IPs from Verizon. We recently implemented OpenDNS filtering, however I am having some trouble with the laptops keeping their manual DNS settings that I put in.

Every time I add in the OpenDNS servers (208.67.222.222 ect), they change back to Verizon's DNS servers if the connection is reset or the computer restarts.

Is there a way to permanately set the DNS servers on the Mobile Broadband Connection?

Since we already have static IPs on the air cards, can Verizon change our static IP settings to include the OpenDNS servers?

I am having a similar issue with a Dell laptop and embedded aircard... any updates or resolutions?
