I am a truck driver and i use my galaxy note 5 mobile hotspot for internet access on my laptop but everytime i use it in any big city i get high latency i use it to game i have not moved over to the new unlimited plans so i don't know what happend.
Big cities are more populated which means more people are trying to access a limited resource.
Think of data usage as a traffic jam. The more people on the road the slower you will go.
