The signal level is 1, we cannot hear the callers and they cannot hear us.

I appreciate that information tgpc. Has this always been the case at this location? How far away from the area do you have to be before the service improves? Is the issue only happening indoors or both outdoors as well?

It has always been like that. I am not quite sure but may be app 1 mile away signal strength is better. This is both an indoor and outdoor problem.
