Please re-enter 10 digit number, message HH2

First of all, I always get good help here, and would like to thank you guys for that.  Secondly, if Verizon is going to have voice messages with codes after them, like HH2, why the hell don't they have a place where I can look up what that means?  Regardless, here is my issue:

 

My father and his finace have just moved to Alaska to join me at a company I've been with for over a year.  My cell service is Verizon and I've never had an issue with it, not even once.  However, they also have Verzion and ever since they've arrived in Alaska, they are greeted with this message after every attempt at dialing: "Please re-enter the 10 digit number you are calling, do not press send. Message "H-H-2."  Anyone familiar with this?  Always appreciate the assistance.

Call tech support.  Sometimes, when you move from a area to another the phones can't pick up the towers so tech support have to refresh something in their system and have you dial a number to pick up the tower.

I was wondering if you ever resolved your issue. My daughter's phone just started getting the same message a few days ago. I haven't gotten a fix yet from Verizon. The phone still gets incoming calls and she is able to txt but she can't call out. She has been here for about 2 months and like I said it just started this a few days ago.
