Why does my "phone plan access" go from $20 a month to $70 when trying to upgrade from 8gb to unlimited? I have the iPhone x by the way

Because plan charge and line charge are merged under Go/Beyond Unlimited plans while data plans have those two separate.
8GB for two phones would $70 + $20 + $20
Go Unlimited for two phones would be $70 + $70 (or $65 if you autopay)

Staying on top of the billing is certainly important. As glitchpixeld noted the billing structure changes when moving from the 8GB plan to unlimited. On the 8Gb plan, you have a plan cost plus the line cost, whereas with unlimited, there is no plan cost as this is incorporated into the line cost.
