Mobile Data usage increase while it is turned off

I have mobile data usage increase while connect to WIFI. On July 22, it went up 400M. I TURNED OFF MOBILE DATA ON ALL DEVICES SINCE THEN. The usage count still increase about 2M everyday. Today, it went up 250M while MOBILE DATA IS OFF. Need explanation why and how Verizon count data usage. Devices are Note 3, and Ellipsis 7. WIFI SLEEP POLICY IS KEEP WIFI ON DURING SLEEP. MOBILE DATA IS OFF FOR A WEEK.

The screenshot below show that Verizon log data activities from 07/22/14 from MyVerizon Data Usage.

The screenshot below show data usage from the device corresponding the schedule above.
From 07/22/14 up until now (07/28/14), there is "MO MOBILE DATA ACTIVITY" and the mobile data is "OFF" for a weeks.

Overall data usage from the beginning of this billing cycle show 173MB, but on MyVerizon show 689.84MB as shown on two screenshots below.

After talked to Verizon at local store, he could not figure out what really happen.
He called a Verizon's technician on the phone to see data activities.

From technician view, his information from three sources are not agree with each other.

The data usage session log show NO ACTIVITY since I turned of the mobile data.

There is no established connection between my device and their server for a week.

The billing system log activities as shown on first screenshot.

While I am at Verizon store, their staff turned off mobile data and use it via store WIFI. The billing system accumulate about 4M in just ONE MINUTE.

I decide to do an experiment by REMOVING SIM CARD from device and leave it with local Verizon store. I will heavily use the data VIA WIFI until the end of this billing cycle. If the billing system log any activities, there must be some flaw in Verizon system. If not, there must be some BUG in the device's firmware.

But for now, Verizon customer service must stop thinking that the mistake is only from user error, and start looking on your billing system.

P.S. Technician on the phone offered me some amount of free data allowance, I am gladly accepted the offer. BUT it would be useless if the problem cannot be pin pointed.

I agree there is something going on that changed in the past few months.  I used to be fine with a 10g package but I am bumping near or over 16G the past two months.  Nothing on my end changed except that I can now get 4G reception at my house.  The increase and the reception change match very closely.   It is stressful.

There are three possibilities I have had described to me (one of which I personally experienced.

1. Backup/ VerizonCloud, iCloud, and Goggle Play app updates will autoupdate sometimes twice a day automatically. And you  have to set them to do so only on wifi or not at all to save data space.

2. In iphones, if an email is pending, it will keep trying to send the email, thus using data.

3. If you are downloading something on wifi and cross out, iPhone will keep downloading it. Even of cellular data is turned off.

So you have to be really careful with it all.

Someone has to put Verizon in check. These carriers can virtually charge anything they want because as a customer, you can't prove them wrong. Their system is always right.

Have you had a diagnostic done by the tech team at your phone's manufacturer?
